NATIONAL REFINING PLAN<\/strong><\/a><\/p>\n\n\n\n

On December 09, 2018, Mexican President, Andr\u00e9s\nManuel L\u00f3pez Obrador announced a new National Refining Plan which aims to\nreduce the high amounts of oil products and crude oil which are imported by\nMexico. <\/p>\n\n\n\n

L\u00f3pez Obrador basis to announce this plan is\nmainly the fact, that as per government official numbers, Mexico is producing\n1.8 million barrels of crude oil daily. <\/p>\n\n\n\n

Among the announcements made by the Mexican\nPresident related to this plan are: (i)<\/strong>\nincrease PEMEX investments in oil activities in approximately $75.00 billion\npesos during 2019 (approximately USD $3.7\nbillion<\/em>). This additional monies are expected to be approved by the Federal Congress during the discussions and approval of the Federal budget to take\nCongress during the discussions and approval of the Federal budget to take\nplace during December 2018; (ii)<\/strong>\nconstruction of a new oil refinery in Dos Bocas, Tabasco State; (iii)<\/strong> aim to be self-sufficient in\nthree years in connection with the oil products (mainly gasolines and diesel<\/em>) that Mexico requires since as of this\ndate Mexico, as per official government information, imports 75% of the\ngasolines and diesel it requires and only produces 25%; (iv)<\/strong> lower the costs of gasolines and diesel. <\/p>\n\n\n\n

As per the announcement made by Lopez Obrador,\ntender procedure to award the contract for the construction of the new refinery is expected to take place on March 2019.\nis expected to take place on March 2019. <\/p>\n\n\n\n

Additionally, Federal Government aims to\nincrease oil production in approximately 2.4 million barrels of crude oil\ndaily. <\/p>\n\n\n\n

The\nplan announced by L\u00f3pez Obrador to be implemented in part by PEMEX with the\nsupport of the Federal Government aim to strengthen such company by increasing\nits role in all activities related to the oil industry, including increasing\noil production and its refining.<\/p>\n\n\n\n

Additionally,\nthe Energy Ministry, Roc\u00edo Nahle announced the following plans related to the\nNational Refining Plan: (i)<\/strong>\nrehabilitation of the six existing refineries as to reach, by 2020, a\nof 600 thousand barrels of gasoline per day; (ii)<\/strong> Construction of the new refinery in Dos Bocas, Tabasco which is expected to have\nis expected to have a capacity for processing 340 thousand barrels daily.<\/p>\n\n\n\n

With\nthese objectives Mexican President seeks to decrease the import of gasolines and diesel from abroad and making\nand diesel from abroad and making Mexico a self-sufficient producer and consumer of\nof such products, while also aiming to increase the oil production capacity\nmainly from the State-Owned Productive Company, PEMEX. <\/p>\n\n\n\n
