HIGHWAY NATIONAL\nINFRASTRUCTURE PROGRAM<\/strong><\/p>\n\n\n\n

On December 22, 2018, federal\ngovernment announced a new Highway National Infrastructure Program which aims,\namong others, to construct pave roads in different municipalities through the\nMexican territory, as well as to rehabilitate and terminate highways<\/strong> that as of today are either in\nbad conditions or were not finished during the last administration. <\/p>\n\n\n\n

$30.0 billion pesos (approximately USD $1.5 billion<\/em>) are\nestimated to be invested for the maintenance of federal highways and rustic\nroads, which comprise approximately 40 thousand 500 hundred kilometers of\nhighways throughout Mexico. <\/p>\n\n\n\n

$10.5 billion pesos (approximately USD $525.0 million<\/em>) are to\nbe invested in 2019 to finish 22 highways and to continue works in 48\nadditional federal roads.<\/p>\n\n\n\n

Furthermore, as per the\nprogram that was announced, for 2019, $2.5 billion pesos (approximately USD $125 million<\/em>) will be provided by the federal\ngovernment to initiate the construction of municipal roads for which Municipal\ngovernments will be in charge of handling and managing all funds to be received\nfor the construction of their municipal roads.<\/p>\n\n\n\n

Additionally, the Ministry of\nCommunications and Transportation has pointed out that during the following 6\nyears, 5 thousand 531 kilometers of roads are expected to be constructed in\nwhich an average of 197 thousand jobs are expected to be created.<\/p>\n\n\n\n

The total amount expected to\nbe invested in the coming years for the Highway National Infrastructure Program\nis of $78.0 billion pesos (approximately\nUSD $3.9 billion<\/em>) and will consider works related, among many others, to\nthe following highways: (a) Oaxaca \u2013 Mitla-Istmo de Tehuantepec, and (b)\nOaxaca-Puerto Escondido. <\/p>\n\n\n\n

As per the federal government\nannouncement, there will also be investments of approximately $27.3 billion\npesos (approximately USD $1.3 billion<\/em>)\nin public-private partnership agreements aimed to construct 299 kilometers of\nadditional highways. <\/p>\n\n\n\n

Although it has not been\nofficially announced, tenders to award agreements related to the construction\nof highways are expected to be released during this year by the Ministry of\nTransportation and Communications. Once released, bidding guidelines would need\nto be analyzed as to determine all requirements included therein as to register\nand participate in the tenders. <\/p>\n\n\n\n

The main objectives of the\nfederal government with this program are: (i) achieve a sustainable, efficient,\nsecure and modern communication and transportation network; (ii) guarantee a\nhighway infrastructure as to connect the existing port, railroads and airport\ninfrastructure in M\u00e9xico; (iii) allow an efficient and safe traffic of\nindividuals and goods throughout the territory.    <\/p>\n\n\n\n

With these objectives Mexican\nPresident seeks to maintain, conserve and increase the existing federal\nhighways and roads as to decrease transportation costs, as well as to encourage\nmunicipal governments to construct municipal roads to connect such\nmunicipalities and increase their development.<\/p>\n\n\n\n
