On April 9th, 2025, CFE presented the Strengthening and Expansion Plan for the National Electrical System 2025-2030 (the «Plan«), aimed at increasing energy self-sufficiency, meeting growing industrial demand, and attracting investment. The Plan outlines a total investment of $624,618 million pesos from CFE, with contracting schemes open to both national and international private participation.
The key points of the Plan are as follows:
Electricity Generation.
- Addition of 29,074 MW of electrical capacity: 6,400 MW from the private sector and 22,674 MW from CFE.
- CFE investment: $427,624 million pesos.
- Progress for entry into operation:
- 4 combined cycle plants: Salamanca I, San Luis Potosí, El Sauz II, and Mérida.
- 7 hydroelectric plants: La Villita, Zimapán, Encanto, Portezuelos I, Portezuelos II, Minas, and Santa María.
- Investment: $37,939 million pesos.
- Capacity: 2,228 MW.
- Tendering of 7 projects in 2025: 3,386 MW of capacity and a joint investment of $59,451 million pesos. Below are the details of each project to be tendered:

Electricity Transmission.
- CFE Investment $124,524 million pesos.
- Target for 2030: 158 projects to strengthen the National Transmission Grid with 15,729 MVA.
- Progress for entry into operation:
- 67 projects in progress: 34 completed and 33 projects to be completed.
- CFE investment (2025-2030): $32,000 million pesos.
- Capacity: 1,495 KM-C, 3,257 MVAr, and 6,542 MVA.
- 77 new transmission projects (pending definition), with an investment of $476 million pesos and a capacity of 1,705 MVA.
- Tendering of 9 projects in 2025 (within the 77 new transmission projects):Capacity of 74 KM-C, 614 MVAr, and 1,705 MVA, with a joint investment of $476 million pesos, located in Jalisco, Coahuila, Sinaloa, Chihuahua, Tamaulipas, Nuevo León, Baja California, and Guanajuato.
Electricity Distribution.
- Target for 2030: 97 new substations, 95 substation expansions, 6,875 network modernization works, and 42,221 electrification works to strengthen the General Distribution Networks.
- In 2025, four programs are in progress, contributing a total of 3,045.2 MVA, with the following projects currently operational:
