THE UPDATE AND SIMPLIFICATION OF PROCEDURES BEFORE THE IMSS IS APPROVED

On February 24, 2026, was published in the Diario Oficial de la Federación (Official Gazette of the Federation) the “Agreement number ACDO.AS2.HCT.270126/8.P.DIR issued by the Technical Council of the Mexican Social Security Institute, in its ordinary session held on January 27, 2026, regarding the IMSS Procedures Simplification Agreement with the Agency for Digital Transformation and Telecommunications.»

The Agreement authorizes the amendment and streamlining of requirements applicable to various administrative procedures relating to employer registration and collection matters, in accordance with the National Model for the Elimination of Bureaucratic Formalities, with the purpose of reducing administrative burdens and expediting the processing of applications filed by private parties.

Specifically, the Agreement amends the maximum statutory resolution periods, validity terms, and the specific informational data and supporting documentation required in connection with the following procedures:

  1. Employer Registration (Alta Patronal) and enrollment in Occupational Risk Insurance, as well as the notice of resumption of activities, applicable to both individuals and legal entities.
  2. Assignment or cancellation of the Sole Employer Registration Number (Registro Patronal Único);
  3. Assignment of the Employer Electronic Identification Number (Número Patronal de Identificación Electrónica – NPIE) and issuance of the corresponding digital certificate; and
  4. Filing of notices regarding employees’ affiliation movements.

Applicants filing procedures in person shall be required to verify their identity through the Unique Population Registry Code (CURP) incorporating biometric data. Pending full implementation thereof, applicants may satisfy such identification requirement by presenting a valid government-issued photo identification. Until the biometric-enabled CURP system is fully operational, submission of valid official photo identification shall remain sufficient for identification purposes.

Furthermore, the Mexican Social Security Institute shall continue requiring submission of non-certified copies for acknowledgment-of-receipt purposes until such time as the Digital Transformation and Telecommunications Agency implements the institutional digital case file system.

The Agreement and its Sole Annex shall become effective fifteen business days following their publication in the Official Gazette of the Federation, dated March 18, 2026.
