Environmental Digitalization Advances: SEMARNAT Expands the Environmental Electronic Window for Waste, Environmental Impact, and Emissions Procedures

On November 5, 2025, the National Commission for Regulatory Improvement (“CONAMER”) published the draft Agreement that discloses the environmental procedures under the responsibility of the Ministry of Environment and Natural Resources (“SEMARNAT”) to be enabled through the Environmental Electronic Window (“VEA”) in matters of waste, environmental impact, and atmospheric emissions (the “Draft Agreement”).

Objective

The Draft Agreement seeks to digitalize the submission and management of environmental procedures through the VEA, a platform established by the Agreement published on January 8, 2025, in the Official Gazette of the Federation (“DOF”). Its purpose is to simplify, enhance transparency, and expedite proceedings before the environmental authority.

Currently, the VEA allows individuals and entities to register and create a citizen profile. Once the Draft Agreement is published in the DOF, the following procedures will be available:

WASTERegistration of hazardous waste generators. Remediation proposal, Type A: Environmental Emergency.Remediation proposal, Type B: Environmental Liability.
ENVIRONMENTAL IMPACTNotice of withdrawal of the Environmental Impact Authorization (“EIA”). Notice of no requirement for an EIA. Notice of change of holder of the EIA.
EMISSIONSNotice of open burning.

Access to the VEA

Registration on the platform can be completed using an electronic signature (e.firma), CURP and password, or through Llave Mx.

The main benefits expected from its implementation include:

  • Greater availability and accessibility of services.
  • Online monitoring and process control.
  • Reduction in time, costs, and use of material and environmental resources.

Recommendation

Individuals and legal entities managing environmental procedures before SEMARNAT should become familiar with the VEA and consider its use in the planning and execution of environmental projects.

It is important to note that the Draft Agreement is still under review by CONAMER to ensure compliance with efficiency, effectiveness, and transparency standards.
