Mandatory generation of the Digital Employer Identification Card (TIP) is approved, together with the update to the list of procedures and services available and to be offered through the IMSS Mailbox

On September 8, 2026, the “Agreement number ACDO.AS2.HCT.310826/238.P.DIR, issued by the Technical Council of the Mexican Social Security Institute during its ordinary session held on August 31, 2026, approving the mandatory issuance of the Digital Employer Identification Card and updating the list of procedures and services available and to be offered through the IMSS Mailbox, together with Annexes I and II thereto” (the “Agreement”), was published in the Federal Official Gazette (Diario Oficial de la Federación, “DOF”).

Under the Agreement, issuance of the Digital Employer Identification Card (Tarjeta de Identificación Patronal Digital, the “Digital TIP”) will be mandatory and must be completed through the IMSS Mailbox, in accordance with the procedure set forth in Annex I. Once generated, the Digital TIP will replace any Employer Identification Card previously issued in physical form for purposes of any procedure in which such identification card is required.

The Agreement also updates the list of procedures and services available and to be offered through the IMSS Mailbox —originally approved under Agreement ACDO.AS2.HCT.230724/261.P.DIR, published in the DOF on August 5, 2024— by adding, under the Affiliation heading, the service «Generation of the Digital Employer Identification Card» (Annex II, item 11.1).

It should be noted that, although the Agreement provides that generation of the Digital TIP will be mandatory, Annex I refers to employers or other obligated parties that “choose” to use it. Accordingly, it will be necessary to monitor any criteria or clarifications issued by IMSS regarding the scope of this obligation.

Under Annex I, employers or obligated parties that opt to use the Digital TIP may generate it through the IMSS Mailbox by following the procedure below:

  1. Access the IMSS Mailbox using the corresponding authentication method;
  2. In the main menu, under the «Affiliation and Collection» section, select the «My TIP» option;
  3. Enter and select the Employer Registration for which the TIP is to be generated;
  4. Verify that the list of authorized individuals is correct, taking into account a maximum of three. If any changes are required, an individual may be added using their Unique Population Registry Code (Clave Única de Registro de Población, “CURP”), or an existing authorized individual may be removed; and
  5. Select “Generate TIP,” review and confirm the information displayed by the system, and download the document in PDF format. Once generated, the Digital TIP may be downloaded again as many times as necessary.

Based on our review of the IMSS Mailbox on September 8, 2026, the “My TIP” option was not yet available under the “Affiliation and Collection” section.

The Agreement and its annexes will enter into force 15 calendar days following their publication in the DOF, that is, on September 23, 2026.

Accordingly, we recommend that companies review, in advance for each of their Employer Registration Numbers, the list of individuals currently authorized to carry out procedures before IMSS, taking into account the limit of three authorized individuals per Employer Registration Number set forth in Annex I, so that they are prepared when the functionality becomes available through the IMSS Mailbox.
