Juan Carlos Serra is a graduate of the Universidad Nacional Autónoma de México (UNAM) and holds an LL.M. from Georgetown University (Fulbright Scholarship). His additional formal education includes a postgraduate degree in Corporate and Economic Law from Universidad Panamericana and a diploma in Energy Law from Universidad Iberoamericana.

Juan Carlos Serra is a partner in Basham’s Corporate/M&A, Energy and Projects practices, with extensive experience advising on complex domestic and cross-border transactions.
 
In the energy sector, Juan Carlos brings decades of experience advising multinational and domestic companies across Mexico’s electricity and hydrocarbons industries. His practice covers power generation, renewable energy, oil & gas (upstream and midstream), regulatory compliance, infrastructure development, and complex M&A transactions. His ability to combine regulatory, contractual, and corporate expertise positions him as one of Mexico’s foremost energy lawyers and a trusted advisor in the country’s evolving energy market.
 
His transactional experience includes joint ventures, mergers and acquisitions, corporate reorganizations, strategic investments, and participation in national and international public bidding processes. His work spans mining law, hydrocarbons, power generation, renewable energy, and project finance, advising multinational clients on project development, M&A, and regulatory matters.
 
Juan Carlos is also widely recognised as one of Mexico’s leading Projects & Infrastructure lawyers, with over three decades of experience advising on some of the country’s most significant capital-intensive developments. He is highly skilled in structuring and implementing complex projects, including public-private partnerships (PPPs), government concessions, long-term supply agreements, and public procurement processes. His sector experience spans oil & gas, mining, power generation, water and sanitation, maritime and port operations, and large-scale industrial facilities. His ability to integrate contractual structuring, regulatory compliance, and commercial strategy enables him to guide clients seamlessly from project inception to operational readiness. He regularly advises sponsors, concessionaires, investors, lenders, and government entities on high-profile, multi-stakeholder projects, often involving cross-border elements and multi-jurisdictional coordination.
 
He is a frequent lecturer on energy transition and mining regulation and a key reference for cross-border projects requiring a deep understanding of Mexico’s legal and economic framework for natural resources. Juan Carlos has been with Basham, Ringe y Correa, S.C. since 1996 and previously worked as an international consultant in the private sector lending arm of the Inter-American Development Bank in Washington, D.C.
