SAT tightens measures against tax evasion and smuggling.

Mexico City, October 18 2024.

Recently, the Tax Administration Service (SAT) announced modifications to regulations to strengthen the fight against abusive practices. Specifically, SAT has implemented a series of specific measures aimed at reinforcing supervision in various aspects of foreign trade and domestic taxation. These new provisions seek to detect and penalize abusive practices, improve the identification of irregular activities, and ensure stricter compliance with tax obligations.

The main modifications in both areas are detailed below:

Main measures in foreign trade:

  1. Strengthened supervision of courier companies handling imports from Asia.
  2. New requirements for temporary imports to ensure the return of goods abroad.
  3. Sanctions for customs agents for violations related to imports or exports.
  4. Prohibition on introducing mixtures of sugar with activated carbon or other analogous or similar substances into the country.


Measures in domestic taxation:

  1. E-commerce platforms acting as intermediaries must register in the Federal Taxpayer Registry (RFC) and withhold the corresponding taxes for the operations they facilitate.
  2. The deduction of expenses for contracting services will only be allowed if it is proven that the service was actually rendered.
  3. Taxpayers acquiring goods from foreigners within Mexico must withhold the corresponding Value Added Tax.


Starting October 2024, SAT will implement audit and review programs to ensure full compliance with these new provisions.
