Mexico City, February 10 2025

President Claudia Sheinbaum presented the National Electric System Strengthening and Expansion Plan 2025-2030 (the “Plan”), with the goal of increasing generation capacity, reinforcing transmission and distribution infrastructure, and accelerating the transition to clean energy sources. The key points of the Plan are as follows:

145 Transmission Projects Instructed to CFE.

  • 80 projects to modernize the National Transmission Network (“RNT”).
  • 65 projects scheduled from 2025 onwards to expand the RNT, with an estimated investment of 46.611 billion Mexican pesos.


CFE Expansion Plan 2025-2030.

  • Estimated investment of 22.377 billion USD to generate 22,674 MW, through the following projects:
    • 7 wind projects in 2027-2028: investment of 3.253 billion USD with 2,470 MW.
    • 9 solar photovoltaic projects in 2027-2028: investment of 4.909 billion USD with 4,673 MW.
    • 5 combined-cycle projects in 2028-2029: investment of 2.662 billion USD with 3,425 MW.
    • 3 cogeneration plants with Pemex in 2029-2030: investment of 2.059 billion USD with 2,422 MW.
    • 26 projects to be completed in 2025-2027: investment of 6.796 billion USD with 7,228 MW.
    • Battery storage system in 2029-2030: investment of 2.328 billion USD with 2,216 MW.
    • Contribution from the private sector: 6,400 MW of clean generation capacity.


First Stage of Installed Capacity Expansion 2027-2030.

  • 12 projects in photovoltaic technology, battery storage, combined cycles, and internal combustion, with a capacity of 5,912 MW and an estimated investment of 5.465 billion USD.


Second Stage of Installed Capacity Expansion 2027-2028.

  • Wind power plants and battery storage systems projects, with a generation capacity of 3,211 MW and an estimated investment of 4.204 billion USD.


Distribution Expansion Plan 2025-2030.

  • Investment of 3.6 billion USD to modernize distribution networks, through (i) 86 expansions and new electrical substations, (ii) 63 modernizations of transformers and feeders, and (iii) 36,966 electrifications with conventional networks and individual solar modules.


Public tenders to be called during the first four months of 2025.
