DEADLINE FOR THE APPLICATION OF THE AMENDMENT TO ARTICLE 29 OF THE LAW ON THE NATIONAL HOUSING FUND INSTITUTE FOR WORKERS

On November 10, 2025, it was published in the Diario Oficial de la Federación (Official Gazette of the Federation) the “NOTICE informing the general public of the Agreement modifying the legal deadline granted to employers to make adjustments to their internal administrative systems and processes in order to determine, make, and pay the deductions from their workers’ wages that are used to pay installments to cover loans granted by the Institute based on the amendment to Article 29 of the Law of the National Workers’ Housing Fund Institute (INFONAVIT), published on February 21, 2025, under the terms indicated”.

In order to provide certainty and legal certainty to borrowers, beneficiaries, employers, and the general public regarding the application of the second paragraph of Article 29 of the INFONAVIT Law, the NOTICE states that it will be effective as of the payment of salaries corresponding to the sixth two-month period of 2025; that is, those corresponding to the months of November and December 2025, which must be made no later than January 17, 2026.

It is important to mention that in its only transitional provision, it renders ineffective the «NOTICE informing the general public of the legal deadline granted to employers to make adjustments to their internal administrative systems and processes in order to determine, make, and pay the deductions from their workers’ wages that are intended to cover loan payments granted by the institute based on the reform of Article 29 of the law of the National Workers’ Housing Fund Institute, published in the Official Gazette of the Federation on February 21, 2025, under the terms indicated,» which stated that the legal provision was to be applied starting with the payment of wages corresponding to the fourth two-month period of 2025 and had to be carried out no later than September 17, 2025.
