Simplification of the Registration of Internal Work Regulations and Approval and Filing of Collective Bargaining Agreements

On August 19, 2026, the Official Gazette of the Federation published the Agreement establishing simplification measures for procedures before the Federal Center for Conciliation and Labor Registration (hereinafter, the “Center”).

The measures focus on the filing of the Internal Work Regulations (hereinafter, the “Regulations”), the approval and initial filing of the Collective Bargaining Agreement, and the issuance of certified copies of labor instruments and records comprising the registration file.

For the initial Collective Bargaining Agreement, the obligation to submit as separate documents the representation certificate (notwithstanding that it remains a requirement under Section “c” of Article 390 of the Federal Labor Law currently in force), the list of employees entitled to vote, the salary and wage scale in Excel format, the employer’s tax status certificate, and the professional license of the union representative is eliminated.

For the Regulations, the proof of address requirement is eliminated.

In summary the following requirements are eliminated:

However, the elimination of these documents does not necessarily mean that the requirement to provide the information contained therein is eliminated.

The Agreement expressly provides that the essential information contained in both the Collective Bargaining Agreement and the Regulations must be provided through the online form when necessary for the procedure.

As a result of the simplification, the requirements for the initial Collective Bargaining Agreement and the Regulations filling are as follows:

Accordingly, the simplification primarily entails a reduction in the documentary burden, although it does not necessarily mean a decrease in the information required by the Center.

Response times are also reduced: approval and initial filing of the Collective Bargaining Agreement is reduced from 30 to 20 business days; filing of the Regulations, from 20 to 15 business days; and issuance of certified copies, from 20 to 10 business days:

Finally, a relevant change is that the Center will not request documents issued by the registration authority itself, simple copies, or additional requirements beyond those established in the Agreement.

These measures derive from the National Law to Eliminate Bureaucratic Procedures, which aims to reduce bureaucratic costs and promote the simplification and digitalization of government procedures.

Finally, the Agreement will enter into force 15 business days after its publication, i.e., on September 9th, 2026, during this period the Center must make the necessary adjustments to its registration platform. Procedures filed before this date will continue to be handled under the requirements in effect at the time of filing.
